Rhyne's swearing-in ceremony delayed

Newly elected ward one Lincolnton City councilman Devin Rhyne was not sworn-in as planned Monday night in the Lincolnton City council chambers at city hall.

According to Lincolnton mayor John Gilleland, Rhyne did not yet possess a certificate of qualification, required to sit on the Council or take part in any kind of voting.

"I apologize," said Gilleland. "It was my mistake. I want to do things right and not swear him in until he has the certificate in hand."

The Carolina Scoop learned Rhyne should have the certificate in hand by the time council holds a budget retreat this weekend.

"We're planning on celebrating Devin's victory soon," said Gilleland. "We cannot officially swear Devin into office until he receives the certificate."
