What does county parking have to do with the proposed new restaurant project on E. Pine St?

How can anyone hope to successfully operate a restaurant with only five parking spaces?
Mr. Abernathy stated that Lincolnton needs a restaurant. There are approximately 25 - 30 various eateries in a one or two square mile radius in Lincolnton. I'm not sure another one is needed.
