STATE BUDGET
REVERSE AFFECTS
LINCOLN COUNTY SCHOOLS

By Jon Mayhew
LINCIONTON -- Lincoln
County Schools received some unwelcome
economic news from the state this week.
The State Department
of Public Instruction has notified the
school system they'll have to
give back nearly $500,000 in funds due to
the lack of current and
anticipated revenues to support state
government operations.
The Office of State and Management has
requested a $117
million reversion from the State Public
School Fund. This
reversion will require all local school
districts and charter schools
to return a portion of their allotted
State funds. The reversion
amount requested for Lincoln County
Schools is $484,946.
And while administrative staff in LCS is
reviewing all state funded
programs and services, one area under
scrutiny is science and
technology funds that would have been
allocated to all 23 schools
in the system.
Superintendent Dr. J. David Martin said
currently, there aren't
any plans to reduce staff.
Lincoln County Schools recognizes
all agencies are dealing with
an economy that is challenged," said
Martin. "The challenge for
Lincoln County Schools is to ensure that
instruction and teaching
processes are not compromised.
Lincoln County Schools has been impacted
two other times in
recent years by similar requests.
In 2002-03, the
reduction amounted to $354,011, and was
made by eliminating eight teaching
positions. In 2003-04, the reduction
amounted to
$367,641, and was made by eliminating one
teaching position
and 11 teacher assistant positions,
returning all staff
development funds, and major portion of
classroom technology
funds.
Considering this years reductions,
the combined impact since
2002-03 is a loss of $1.2 million in
state funding.
